Get a PDF under an upload limit
Start with Compress PDF — it recompresses the embedded images and leaves text sharp. If the file is still too big for the portal or mail server, cut it into parts with Split PDF by Size, or drop the pages you don’t need with Delete PDF Pages.
Assemble one document from many
Merge PDF joins files in the order you drag them; JPG to PDF turns photos and scans into pages. Two single-sided scanner passes go back together with Alternate & Mix, and Organize PDF fixes the order and rotation afterwards.
Split a bundle into real documents
A month of invoices in one export splits cleanly with Split PDF by Text. A book splits at its chapters with Split by Bookmarks, and Extract PDF Pages pulls out one range when you already know the numbers.

Are these tools free?
Yes. Every tool on Notoo Tools is completely free, with no account, sign-up, watermarks or file-size limits.
Are my files private?
Yes. Every tool runs entirely in your browser — PDFs and images alike. Your files are never uploaded: there is no server that receives them, so they never leave your device.
Do the tools work offline?
Once the page has loaded, the tools process your files locally and keep working without a network connection.
Is there a file-size or page limit?
There's no limit we impose. The ceiling is your device's memory, since the file is held in the tab rather than sent to a server — a few hundred megabytes is comfortable on a typical laptop.
Do I need to install anything?
No. The tools are a web page. They run in Chrome, Safari, Firefox and Edge on desktop and mobile, with no extension, no app and no sign-up.
How many tools are there?
Notoo currently ships 29 tools. The PDF suite merges, splits, extracts and deletes pages, organizes, compresses, converts to and from images, text and PowerPoint, adds page numbers and watermarks, protects, unlocks, flattens and edits pages. The image suite crops, resizes, blurs and redacts, annotates, removes backgrounds, compresses and converts between PNG, JPG, WebP and AVIF.
